Founder & Managing Member / Site Safety & Health Officer (SSHO)

Dominique Palmer is the Founder and Managing Member of DOM Consulting Group LLC and serves as the firm's lead Site Safety & Health Officer. With over 15 years of hands-on experience in construction safety management, he has overseen more than $75 million in USACE contracts and maintained a zero lost-time incident record across $50 million-plus in federal projects. Dominique has personally trained over 200 construction personnel in OSHA compliance, EM 385-1-1 protocols, and hazard recognition. His leadership combines rigorous technical expertise with a deep commitment to workforce safety.

Kayla Barnett serves as Managing Director of DOM Consulting Group LLC, where she oversees business operations, client engagement, and strategic growth. With a background in project management and organizational leadership, Kayla ensures the firm delivers consistent, high-quality service across all engagements. She manages client relationships, coordinates project staffing, and drives the operational infrastructure that allows DOM Consulting Group to scale effectively across multiple concurrent federal and commercial contracts.
